Observations: The room was filled prior to 3:40. Tickets were being handed out for entry by member of public, Stephanie Anderson. The highest ticket distributed seen was #41; so at least 41 members of the public were outside during the meeting until others begin filing out at around 6 pm, prior to Agenda 6. Plenty just turned around and left as it was unseasonably warm.
Problem Statement: 1) Inconsistent public entry times; I have never seen the public allowed to be seated prior to 3:45pm (15 minutes prior) since April; 2) A member of the public, Stephanie Anderson, who was from the group that showed up early, Democratic Club of Coronado, was the acting gatekeeper and handed out numbered “waiting” tickets for future entry; 3) No one called out tickets when seats were opened during the meeting; 4) members of the public should not be standing outside of a locked public building denied bathroom and water access.
During the meeting stickers were passed out by DCC, and it was quite the ruckus.
The Trustees and the Administration permitted a community member from the group that showed up early to hand out tickets (acting as gatekeeper), effectively locking the public out of a meeting, and not ensuring awareness of seat openings as people departed.
